Last month, there was an event at which Shionaga Mitsuo, the producer of Tamura's animated works, discussed the Phantasmagoria CDROM. Today, the group behind the event uploaded a full video of it to Youtube, as well releasing an article about it. Check them out!
The “video CD” is a weird one. It seems to have been the first release of the OVA, which didn’t come out on VHS/DVD/LD until 1999.
Although, notably, it is advertised as containing 14 stories, rather than the 15 that are on the later formats. Would still love to find a copy.
Small correction: it was January 12th *1999*. It would have been pretty impressive if it was shown on UK television before it was even released in Japan...
For a while, I wondered whether Glassy Ocean aired on English-language TV too, and I was able to find something about it. I knew from the Phantasmagoria LD insert that it was shown in the UK at Cardiff International Animation Festival 1998, so an English version was produced...

I'm pretty sure it was only ever released in Japan, but interestingly the 1994 Mac CDROM version of Tamura's Ginga no Uo: URSA minor BLUE has an English mode with a full translation of the story
Here's a full playthrough of the CDROM. The anime is clearly the superior version because this is stuck at low resolution and with choppy animation, but it's nice to see the official translation and Tamura's colors before any color-grading for home video.
