Real providers answer both in one sentence. Watch what the others do.
Instead, you should:

Sending 20-30 Dms isn't easy to do
Instead posting relevant content everyday is better option.
But yep, send a lot of DMs also works
Maybe the twitter algorithm will change over time, but these things will still be relevant:
- Sharing my personal stories
- Authoritative content
- Authentic engagements
