Now, if the purpose of the remand is to require the House to submit certain certifications/facts, this could be done through issuing a compliance order without remanding the case (which implies that the case could possibly not return to the Senate)
If what Senator Alan Cayetano is merey asking for a certification that there is no violation, why bother remanding the articles back but Instead just ask the House to certify there is no violation? As he said l, it is not usual but not anomalous.
