DC Kishtwar by using police pointed their weapons at Indian Army personnel simply because his convoy was delayed by 10 minutes.

Still these bureaucrats expect public not to even get angry when they harass public everyday. Who will impose PSA on him now? Why is BJP silent?

This is the reason public has lost faith in a system where power is seen as a tool for intimidation instead of public service.

Nuisance from the civil administration is the last thing he has written in his field diary

Hardly he gets the time to speak back at home in an entire day
Other than facing terrorists, he is always standing there for you amid all the threats uncared about his own life, wife, kids, and parents

But he and his boys will surely mind it if his own police harasses him and becomes a hindrance in his operational duty

The Kishtwar Issue raises serious questions on the Conduct of Civilian Bureaucrats in Crucial Bordering areas and other Sensitive areas. They must remember that Indian Army is Fighting a Hybrid War in J&K. It includes intense Kinetic Conflict, Preventing the Manipulation of the minds of Locals, Preventing Radicalism etc. The Army has to Adopt Unconventional Methods and Tactics to keep the momentum going and maintain the peace in J&K.

First, the Civilian Bureaucracy in the Area must know that they are Able to Sit there and Implement the Writ of the State because the Army is Holding the Ground and Every Soldier has his Fingers on the Trigger Conducting Operations that’s why these Bureaucrats can sit there.
Better the Civilian Bureaucracy shreds its Ego and they understand the process that in these Areas Containing the Situation is more important and requires immediate Measures.

Second, If the Vehicle of DC Doesn’t pass for 20 Minutes it doesn’t matter but a Army Convoy specially that of Rashtriya Rifles (RR) be it in Regular Army Vehicles or Civilian vehicles going to Launch a CASO (Cordon and Search Operation) or SADO (Search and Destroy Operation) must not be 4 Minutes late, given the Existing Conditions when #OperationSindoor is on and Pakistan is Trying to Infiltrate it’s Terrorists in Key Areas. The Civilian vehicles registered under the name of Army’s Northern Command that have been illegally seized by Police after FIR Registered by DC Kishtwar play most Important Role in Maintaining the Surprise element for movement of Troops. These Vehicles play most Crucial Role in Operations.

Third, just for the sake of satisfying personal Bureaucratic Ego one cannot pitch the Police against the Army in such Zones, this Diverts Attention and focus of both Army’s Primary CI/CT Operations Conducting Force the Rashtriya Rifles (RR) and Police in these zones. The focus must remain on the Primary Objective that is Foiling Pakistan’s Nefarious Designs and Counter the Hybrid War Unleashed by Pakistan Army and ISI rather than letting Civilian Bureaucratic Ego take over and Pitch Police Vs Army.

Due to the vehicle movement of Rashtriya Rifles, the convoy of deputy commissioner of Kishtwar Pankaj Kumar Sharma (JKAS) delayed by 10–20 minutes.

Following the delay, the civil administration allegedly ordered the immediate seizure of the Army vehicles, which were taken to Atholi Police Station.

The army went to the Police station to solve the matter amicably but J&K police didn't open the gate. Then the Army came into their original Avtar.

In Border states like J&K, Army officials movement is very important. The Pulwama Terrorist attack in 2019 happened on Army convoy when they were on the highway. After this brutal Terrorist attack, there was a strict order of NO Civilian movement during the Army Convoy or officials' vehicle movement

कश्मीर की हाल की घटना जिसमें फौजियों द्वारा पुलिसवालों को थाने में घुसकर पीटा गया उसके मायने समझना जरूरी है।

ये पुलिस बनाम फौज नहीं है, सिर्फ कुछ शैतान किस्म के कश्मीरी पुलिस वालों और फौज के बीच का मसला है।

ये सिर्फ किसी एक दो जम्मू कश्मीर पुलिस के अधिकारी की ego की वजह से हुआ तो उसकी पिटाई होना ही पर्याप्त है।

लेकिन ये किसी पाकिस्तानी या आतंकी हमले को करवाने में मदद करने के उद्देश्य से हुआ तो उन पुलिसवालों का encounter होना चाहिए।

कश्मीर घाटी में लगी जम्मू कश्मीर पुलिस पर कितना भरोसा करना चाहिए , ये विचार मैं जनता पर छोड़ता हूं। जम्मू कश्मीर पुलिस बाकी हिंदुस्तानी पुलिस की तरह देशभक्त है या नहीं ,ये विचार भी जनता पर छोड़ता हूं।

मेरे कश्मीर कार्यकाल के अनुभव के आधार पर मैं एक महत्वपूर्ण बात देशवासियों के सामने रखना चाहता हूँ।

कश्मीर जैसे आतंकवाद-प्रभावित क्षेत्र में किसी भी सैन्य काफिले (Military Convoy) का रुकना केवल यातायात का विषय नहीं होता, बल्कि राष्ट्रीय सुरक्षा और सैनिकों के जीवन-मरण का प्रश्न होता है।

मेरे पूरे कश्मीर टेन्योर के समय किसी भी पुलिस अधिकारी की यह हिम्मत नहीं थी कि वह ड्यूटी पर जा रहे सैन्य काफिले या सेना के वाहनों को रोकने का प्रयास करे। कारण स्पष्ट था—हर अधिकारी जानता था कि चलते हुए काफिले की सुरक्षा, रुके हुए काफिले की तुलना में कहीं अधिक होती है। जैसे ही काफिला रुकता है, वह आतंकवादियों के लिए सबसे आसान और सबसे संवेदनशील लक्ष्य बन जाता है।

भारतीय कानून और स्थापित प्रशासनिक व्यवस्था के अनुसार, ड्यूटी पर चल रहे सैन्य वाहनों को पुलिस द्वारा रोकना या उनकी जांच करना पुलिस का सामान्य अधिकार नहीं है। सेना के संचालन और मूवमेंट के अपने प्रोटोकॉल और कमांड चैन होते हैं, जिनका सम्मान किया जाना चाहिए।

यदि वास्तव में किसी प्रशासनिक अधिकारी के वीआईपी मूवमेंट या व्यक्तिगत अहंकार के कारण सेना के काफिले को आतंकवाद-प्रभावित क्षेत्र में रोका गया हो, तो यह केवल प्रशासनिक भूल नहीं बल्कि सैनिकों के जीवन को अनावश्यक जोखिम में डालने जैसा है।

और यदि ऐसी स्थिति में सैनिकों के सामने हथियार तानने या उन्हें भयभीत करने जैसी कोई घटना हुई है, तो उसकी निष्पक्ष, स्वतंत्र और उच्चस्तरीय जांच होनी चाहिए। किसी भी निष्कर्ष पर पहुँचने से पहले सभी तथ्यों को सामने लाना आवश्यक है।

याद रखिए—

हमारे सैनिक किसी विशेषाधिकार की मांग नहीं करते। वे केवल इतना चाहते हैं कि उन्हें अपना कर्तव्य निभाने और सुरक्षित वापस लौटने दिया जाए।

जो जवान प्रतिदिन अपनी जान जोखिम में डालकर देश की रक्षा करते हैं, उनके सम्मान, उनके मनोबल और उनकी सुरक्षा से कभी समझौता नहीं होना चाहिए।
