Analysis is sound. The real truth is once you open the door to development of is diesels congress will pull the funds for nuclear subs reasoning “Why buy one when you can get 3 or 4 for the same price?” For the Navy that’s a disaster in forward presence so we just don’t build them.
And if diesels were in the inventory sailors would struggle to maintain nuclear proficiency over a whole career. Staying all in on nuclear power is much more efficient for the navy in manpower, logistics and forward presence without the need for remote bases and fuel problems.
