Hostels are easiest to be made into quarantine centers so they are being used first, but it shouldn't happen.
Put some efforts and NTB and other similar buildings can be converted fairly easily as well.

Why can't responsibility of being a quarantine centre can be shared by multiple major institutions, by that way only those buildings can be used which are available to be used and not those which are having belongings of students.
