Send them back to Africa so they can use their "land science" to build wakanda. Revoke their citizenship. If they want to, and can, make it back they can follow the correct process to become a citizen again. Breaking the law in any way to any degree gets them permanently banned from becoming a citizen and they are deported again. It'll weed out all the retarded ones. wakanda needs them!
