DMO TRAINS GREEN BOND PROJECT OFFICERS ON POST-ISSUANCE MANAGEMENT
Lagos State Debt Management Office (DMO), in its strive to ensure efficient and judicious utilisation of Green Bond proceeds, organised a two-day capacity-building programme for project officers for the Green Bond projects to equip them with the necessary skills towards the execution of the projects listed under the Green Bond.
The two-day training is a follow-up to the earlier post-issuance capacity-building programme organised for project officers in November, 2025. The training will allow the officers to appraise the knowledge acquired during the last capacity-building and equally provide an opportunity to address challenges in the course of the project implementation processes towards the successful execution of the projects.
In her welcome address, Mrs. Alake Sanusi, Permanent Secretary, Debt Management Office, highlighted that the objective of the training is to provide the participants with the necessary skills on Green Bonds, bearing in mind the rules guiding the issuance of Green Bonds, with emphasis on the post-issuance impact assessment and reporting.
She stated that Green Bonds is a Climate friendly and Environmental Sustainability Bond which are expected to have an impact on the climate, the environment, the community, and the people. She used the opportunity to announce to the participants the “EMEA-Finance Achievement Award won by the State as Best Issuer of Green Bond in Sub-Saharan Africa in 2025”.
Sanusi stated that winning the award was made possible with the support of all stakeholders. She submitted that it is not just about issuing Green Bonds, but also having the right post-issuance management skills, which was the reason for the capacity building for the project officers in partnership with PricewaterhouseCoopers (PwC).
She thereby urged participants, as key stakeholders towards the execution of Green Bond projects, to maximise the opportunity of the training to equip themselves with the right skills by participating actively during the two-day training towards ensuring successful implementation of Green Bond projects, which will be measured in their reporting of the implementation of the projects.
The Permanent Secretary further stated that post-issuance capacity building will be a continuous exercise for the State to maintain the current status, as evident in the award won. She noted that failure to meet global standards in Green Bond post-issuance management may lead to the withdrawal of the certificate that grants the State the right to issue a Green Bond and thus lose the opportunity to issue another one in the future.
Mrs. Sanusi equally acknowledged the partnership with PricewaterhouseCoopers (PwC) in the state’s journey on the Green Bond by using their expertise to train all the parties that make up the stakeholders in line with global standards. The training was attended by all project officers across the seven Ministries, Departments, and Agencies (MDAs) under the Green Bond.
