There should be zero exceptions, including religious reasons. Exceptions are how this mess all got started (religious missions, Olympic red shirts, COVID years, etc.). Have a reasonable standard and hold the line. Sometimes shit happens and it's out of your control, but we have to get back to college-age kids playing college sports.
I can think of at least 10 situations in folkstyle that if we started calling "control" instead of "stalemate" or "potentially dangerous," we'd have more scoring and you would reward offense, thus seeing more offensive attacks.
Right now, it's an all-or-nothing game. If you don't gain 100% control beyond any shadow of a doubt, you score zero. If we started liberalizing what control is and awarding points easier and forcing the defensive guy to show that he's not in control vs. the offensive guy to demonstrate he's completely in control, we would see more activity. It would be a big change for folkstyle wrestling. And I think a lot of people would hate it initially. Just like we all hated the freestyle rules as they changed. But as we got used to new definitions, it would make for a better product
A "miss" of extraordinary proportion for the FS Athletic department. Also, would attract a fan base much larger than other non- football sports. Embarrassing.
The most ludicrous thing about college sports is that the universities don't have to cater to their tax-base at all. Case in point - Fresno State (California State University at Fresno) could field a team of nationally ranked high school kids at every weight class from schools within 10 miles of campus. Zero interest.
