For decades, examination reforms remained confined to committee reports and policy papers. Successive governments acknowledged the problems but failed to implement structural solutions. It took the Modi government to fundamentally transform India’s examination ecosystem.
Over the last 12 years, the government has undertaken the most comprehensive reforms in the history of India’s public examination system, combining institutional restructuring, technology, legal safeguards and administrative accountability.
1. Building India’s First National Testing Institution
The idea of a common national testing agency was not new.
• The 1992 Programme of Action under the National Policy on Education recommended a central testing body.
• The 2010 Acharya Committee reiterated the need for a National Aptitude Test to reduce multiple entrance examinations, minimise dependence on coaching, bridge urban-rural disparities and improve transparency.
• Even the Prohibition of Unfair Practices Bill, 2010 recognised the need for systemic reform.
Yet, during the UPA years, these recommendations remained on paper.
The Modi government acted.
On 10 November 2017, it approved the establishment of the National Testing Agency (NTA), which became operational in May 2018 as India’s first dedicated professional national testing organisation.
Today, NTA has conducted more than 270 examinations covering over 6.6 crore candidate registrations. In 2025 alone, more than 80 lakh registrations were recorded across JEE Main, NEET, CUET, UGC-NET and CSIR-NET. In 2026, NTA has already conducted 16 examinations involving more than 95 lakh registrations.
2. Standardisation and Accessibility
For the first time, India has a unified, professional examination framework.
Major reforms include:
• Computer Based Testing across major examinations including JEE Main, UGC-NET and CUET.
• Examinations available in 13 Indian languages, allowing students to write in their mother tongue.
• Massive expansion of examination infrastructure:
• JEE Main cities increased by 24% and centres by 27% since 2019.
• NEET examination cities increased by 257% and centres by 114%.
• Rural participation in NEET has overtaken urban registrations since 2023, making competitive examinations significantly more inclusive.
These reforms directly reflect the vision of the National Education Policy 2020, which recognised NTA as the cornerstone of high-quality national assessments.
3. India’s First Comprehensive Anti-Paper Leak Law
For decades, organised examination fraud operated with little deterrence.
The Modi government enacted the Public Examinations (Prevention of Unfair Means) Act, 2024, India’s first dedicated central legislation against organised examination fraud.
The law provides:
• Imprisonment up to 10 years
• Fine up to ₹1 crore
• Blacklisting of service providers involved in malpractice
• Accountability of examination authorities and associated institutions
For the first time, paper leak mafias face stringent criminal consequences.
4. Comprehensive Examination Security Reforms
Following the recommendations of the High-Level Committee chaired by Dr. K. Radhakrishnan, the government initiated over 100 structural reforms, many of which are already implemented.
These include:
• Strengthening NTA with senior leadership at Secretary-level, Additional Director Generals and domain experts from premier institutions.
• State and District Coordination Committees involving Chief Secretaries, DGPs, District Collectors and State Governments.
• Candidate-friendly centre allocation prioritising the district of residence.
• Secure transportation of question papers through the Department of Posts instead of private vendors.
• Two-layer frisking by State Police and NTA.
• CCTV surveillance with centralised monitoring.
• Mobile jammers at every examination centre.
• Aadhaar-based biometric authentication under the DIGI-EXAM system.
• Data analytics to detect suspicious patterns and organised malpractice.
• Highly secure confidential facilities for question paper preparation under strict isolation.
• Over 99.5% of NEET 2026 centres shifted to Government institutions.
• Comprehensive Standard Operating Procedures and regular training for all examination personnel.
These reforms represent the most secure examination architecture India has ever created.
5. Swift Justice Against Examination Crimes
Prime Minister Narendra Modi has gone a step further by announcing the establishment of fast-track courts dedicated to examination-related offences, ensuring speedy investigation, time-bound trials and strict punishment for those attempting to destroy the future of India’s students.
This sends a clear message: cheating the youth of India is no longer a low-risk crime.
For decades, governments discussed examination reform.
The Modi government implemented it.
From creating India’s first professional national testing agency, expanding access in multiple Indian languages, increasing rural participation, introducing technology-driven transparency, enacting the country’s toughest anti-paper leak law, strengthening institutional accountability and now establishing fast-track courts, the last 12 years have witnessed the most far-reaching structural and examination reforms since Independence.
Protecting merit is not merely an administrative responsibility, it is a national commitment. Every honest student deserves an examination system that rewards hard work, not manipulation. That is precisely the direction in which India is moving.

One question that now deserves a clear answer:
When is Punjab’s Education Minister going to resign?
If ministerial accountability is the standard, it cannot be applied selectively. The same voices that demanded resignations elsewhere cannot remain silent when serious questions are being raised over Punjab’s education system.
Perhaps Arvind Kejriwal should announce the Punjab Education Minister’s resignation and appoint Sonam Wangchuk in his place. If he truly believes Mr. Wangchuk has the answers to fixing India’s education system, this would be the perfect opportunity to let him begin with Punjab.
Accountability cannot depend on which party is in power. It must be uniform, principled and free from political convenience.
So, when will Punjab’s Education Minister take responsibility? Or does accountability have one rule for some governments and another for others?
