I disagree. Whether the joke was made in private or in public is irrelevant. The issue is that it came from the very people responsible for the policy of releasing prisoners early. When those making the decisions joke about the consequences of their own policy, it shows contempt for the British people who have to live with the results. The fact they thought no one was listening doesn't make it any better, it simply revealed what they really think.
PC Andrew Harper was dragged to his death at 42mph. His uniform was torn off and his injuries were so bad that first responders thought he was a deer carcass.
The men who killed him showed zero remorse they even laughed in court. They got just 13 years each for manslaughter.
