@JohnFPfaff On the other hand, there are battles with contractors do move the ball at exposing the priorities of the system without obscuring who is calling the shots on policy. For example, the companies that collude with sheriffs to charge $1/min for phone calls.

@JohnFPfaff @PrisonPolicy One subpoint in the @PrisonPolicy money report is relevant to emphasize here: the private sector is literally being driven by the public sector. The privates don't arrest their own people and just bill the state. The privates are selling services to fulfill the govt's agenda.
