Pawan Khera calling the new UPI MDR a “tax” is deliberately misleading.

Let’s be clear about what is actually changing. Consumers continue to pay zero for UPI. Person to person transactions remain completely free, regardless of the amount. For merchant payments, the MDR applies only to specified transactions above ₹2,000, while more than 95% of P2M transactions remain outside the MDR framework.

And here is the part Khera conveniently leaves out. The merchant cannot pass the MDR on to the customer. The customer continues to pay the posted price.

Large businesses already pay MDR on credit and debit card transactions, often at significantly higher rates. The UPI MDR is substantially lower.

So this is not a “tax on the public”. It is a merchant side payment processing charge designed to make the UPI ecosystem financially sustainable while keeping everyday UPI payments free for consumers.

Calling it a tax does not make it one. It only exposes how desperately Congress wants to manufacture another outrage.
