But that work is long, arduous, and involves both investment *and* discipline.
The migrant must be made into a *peer* of the high-productivity society, and thus worthy of respect. Allowing criminal behavior does the opposite.
Elites are the ones who collect the reputational benefit of allowing crimes of the type that occurred in Rotherham, while the poor and powerless are the ones that suffer the harms, and if any immigrant participates, it degrades that man's moral character.
It's just immoral.
We ought to make this explicit - if an elite wants to do penance for colonialism, then he, personally, (or if we are adopting the collective frame that such people favor in these discussions, his family), must be the one to sacrifice.
It's not trivial: real work *could* be done.
