Removed php-curl-class, kept the public API familiar, and added helpers like httpRequest() and httpMultiRequest().

Quantum’s Lang package is getting a major upgrade in 3.1.0.

It has moved from single file-based translations to an adapter-based provider system, with built-in support for file translations, DeepL, and Google Translate.

Code on GitHub via #533. Release coming with 3.1.0.
