Fix for latest steam update that led to @CSGO getting micro stutters:
1. Opt in to the steam beta settings>beta participation>change>steam beta update
2. Disable steam overlay for cs & disable steam cloud by going to steam library>cs>properties>disable both
Might work w/o step2
