Put a leader in charge. Accept zero tolerance for these horrendous acts. Arrest all those responsible including family members and friends who were aware, but did nothing. The death penalty or life in prison for acting, aiding or abetting. Large cash rewards for those who identify perpetrators who are found guilty. Close the border to those who do not clearly bring value to the country and immigrants must pass a character and detailed background check. Dismissal of judges without pensions who fail to prosecute offenders who are released and commit other violent acts.

And do all of the above in an extremely public and transparent manner.
