STATEMENT ON TACLOBAN KILLINGS

Walang lugar ang karahasan sa ating lipunan, lalong-lalo na sa mga lugar na dapat ay ligtas para sa mga bata.
Nananawagan ako ng mabilis, ganap, at tamang pagpapatupad ng Juvenile Justice Law. Hindi pwedeng pakawalan ang mga suspek kahit menor de edad. Dapat dumaan sila sa prosesong itinakda ng batas.
Sa ilalim din ng batas, may pananagutan ang mga magulang ng mga suspek kung naging pabaya.
Itinatakda rin ng batas na kailangang bigyan ng DSWD ng karampatang suporta ang mga biktima at ang kanilang mga pamilya hanggang makamit nila ang katarungan.
If Robin Padilla really wants to amend Kiko Pangilinan’s Juvenile Justice Act, umattend muna siya ng special session imbes na special (film) screening.
Tapos, duon kayo sa session mag argue ni Senator Kiko.

As someone who has spent three decades advocating for children, I find it deeply troubling that his first instinct is to make younger children criminally liable rather than address the failures that allowed this tragedy to happen in the first place.
Three children are dead.
The question is not why a 10-year-old should be punished.
The question is why minors have access to firearms.
The question is why violence continues to find its way into our schools.
The question is why our education, mental health, social welfare, and law enforcement systems repeatedly fail children before a crime is ever committed.
Real leadership requires more than reacting to headlines.
It requires understanding the problem.
Lowering the age of criminal responsibility may generate applause. It may generate media attention. But there is little evidence that it addresses the root causes of youth violence.
Children who commit serious crimes must be held accountable. But accountability should not become a substitute for prevention.
A senator’s responsibility is not merely to propose the harshest response. It is to propose the most effective one.
I have worked with vulnerable children for most of my adult life. Many have been abused, neglected, abandoned, exploited, or exposed to violence long before they ever entered conflict with the law.
It is easy to appear tough on children.
It is much harder to confront the adult failures that create these tragedies.
Before Senator Padilla asks Congress to treat younger children as criminals, perhaps he should explain why government has failed to protect them as children in the first place.

Marami pa ring maling impormasyon tungkol sa Juvenile Justice and Welfare Act.
May pananagutan. May proseso. May mga intervention upang matiyak na hindi na ito mauulit.
May pananagutan din ang mga magulang. May tungkulin naman ang pamahalaan—sa pamamagitan ng DSWD at iba pang ahensya—na magbigay ng suporta sa mga biktima, kanilang mga pamilya.
Iligal ang pakawalan ang menor de edad na nasangkot sa krimen at may parusa sa mga gagawa nito.
Ang tunay na hamon ay hindi ang pagpapakalat ng takot at disinformation, kundi ang ganap na pagpapatupad ng batas at pagtiyak na may hustisya, accountability, at proteksyon para sa lahat ng bata.
Alam niyo ba that in Kiko's bill, the minimum age of criminal liability was 12, not 15.
Hindi ba kayo naiinsulto na noon pa man, inuuto na kayo nina Duterte, Robin, etc. tungkol sa usapin ng JJWA?!
