Report by the Head of the Foreign Intelligence Service of Ukraine, Oleh Ivashchenko.

Our intelligence service is actively working with partners to prevent Russia from using so-called “shadow fleet” vessels for sabotage or other attempts to destabilize Europe. We provide all necessary information to our partners and expect that efforts to counter Russian interference will be significantly strengthened. Currently, the Russians are using tankers not only to generate revenue for the war, but also for intelligence gathering and even sabotage activities. This can absolutely be stopped.

We discussed specific tasks regarding sanctions against Russia, in particular, which schemes for evading sanctions need to be blocked first. Oleh Ivashchenko also reported on upcoming changes in Russia’s disinformation tactics.

I instructed the Head of the Foreign Intelligence Service to continue working with partners in areas that can provide Ukraine with more tangible deliveries of the necessary weapons and equipment.

Повернення українських дітей, яких викрала й незаконно депортувала Росія, – це для нас пріоритет. Це великий виклик для мене передусім і для дипломатичної групи України. Ми можемо обмінювати воїнів, полонених інших категорій. Але обмінювати дітей ми не можемо з росіянами, і зрозуміло чому.

Під час зустрічі з президентом Парламентської асамблеї ОБСЄ Пере Хуаном Понсом Самп’єтро запропонував призначити спеціального посланника при президентові ПА ОБСЄ, який сфокусується на поверненні українських дітей. Ми маємо повернути їх до родин, до близьких. І голос ОБСЄ та парламентарів дуже важливий.

Окремо торкнулися не менш важливого питання – говорили про спільні зусилля для повернення військовополонених і цивільних, яких незаконно утримує Росія.

Дякую президенту за розуміння важливості продовження тиску на Росію. Дякую за візит. Цінуємо підтримку України з боку асамблеї та готовність приєднатися до Міжнародної коаліції за повернення українських дітей.

The return of Ukrainian children abducted and illegally deported by Russia is a priority for us. This is a big challenge for me, first of all, and for the diplomatic group of Ukraine. We can exchange our warriors and prisoners of other categories. But we cannot exchange children with the Russians, and it’s understandable why.

During my meeting with the President of the OSCE Parliamentary Assembly, Pere Joan Pons Sampietro @perejoanpons, I proposed appointing a special envoy under the OSCE PA President to focus specifically on the return of Ukrainian children. We must bring them back to their families, to their loved ones. And the voice of the OSCE and its parliamentarians is very important.

We also touched on another equally important issue – our joint efforts to bring back prisoners of war and civilians illegally held by Russia.

I thank the President for understanding the importance of maintaining pressure on Russia. I am grateful for the visit, and we deeply appreciate the Assembly’s support for Ukraine and its readiness to join the International Coalition for the Return of Ukrainian Children.
