For example Doctor is my 2nd favorite killer and his attacks are based on terror radius, so perks that enhance his terror radius are great.
While other killers like Micheal Myers would prefer a smaller terror radius.

Hillbilly has an immune to blindness perk which is huge. So many survivors love flashing you.
