how do a state determine a so-called leader in a democratic state?

i’ve once read a book, called the Republic by Plato. Plato is disciple of Socrates who wrote Socrates ideas because he died after the Peloponnesian War.

TL;DR

Socrates was skeptical of democracy because it let uninformed people make “big decisions”

Boat analogy explains why would you let untrained sailors to steer a “ship” — thus why let the unwise govern a state?

As a person who lives in a democratic state, i don’t often see this in our system i think some of you or most of you would agree with how democracy in this country is non-existent because the ruler seeks to rule, wants to rule, and aims to rule without understanding where-to-go.
