I want to present another take on the issue of private healthcare.
In the end I'm going to suggest that gov is bringing the free market to bear on the wrong problem, but stay with me as I try to get us there.
The first question is what is the problem we are trying to fix? /1
It seems very likely this will pass and AB will try this experiment.
When we do I want us to keep in mind what the promise is and how we can measure whether it was achieved or not.

The creation of a public and private stream of medicine and the ability of physicians to work in both - at their discretion - is an incredible boon to physicians.
