Ceuta is 𝐧𝐨𝐭 in Europe. It's a Spanish enclave in Africa and as such has a special border regime. Reaching Ceuta does not mean you've reached mainland Spain (and therefore Schengen) for which you need either a visa or refugee status. Most of the desperate migrants from Morocco will be returned before they can travel onwards into mainland Spain
The question no one outside Spain asks is why this is happening. Sanchez visited Algeria this week, which greatly angered Morocco. These kind of images, often without the above context, greatly embarras Sanchez and whip up the usual RW hysteria about "being invaded"
