1 Hire talented & motivated civil servants + law enforcement across the board to implement your priorities.
No extra funds required - Fire the dead wood and corrupt civil service + Police in bulk - not your voters any ways

On police follow Canadian model neighborhood based + Provincial / Fed where communities are too small or remote
