If there is a country cap on green card backlog then the same cap should be applied to H1B visa as well. It is like you are letting 100 people in and you have food only for 2 people. This is not fair. #GreenCardBacklog

Last point on this — if you are in the backlog and either: 1) your immigration lawyer; or 2) your employer, is not publicly calling for visa bulletin filing dates to be made current on October 2023, you have every right to assume they are actively working to oppose this change.
