🚨Toll Plazas on Bihar’s State Highways Will Soon Be a Reality
BSRDCL has floated tenders worth ₹30.19 crore for construction of toll plazas on SH-78 and SH-58, including Electronic Toll Collection infrastructure.
Chandi–Noorsarai–Sarmera (SH-78): ₹17.39 crore
Naugachhia - Bhatgama-Udakishunganj (SH-58): ₹12.80 cr
On September 2, 2026, the Bihar Cabinet approved ₹30.95 crore for consultancy related to road user-fee collection on state-owned roads and bridges.
We all know the condition of the healthcare system in Bihar, especially in rural areas.
I am not going to talk about what happened in the past or blame anyone. But people have hope from you, and I am sure you will try to improve things like you have done in your previous roles.
Our hospitals and health centres need Regular surprise visits.
Also, please look into the ongoing construction work of the new medical colleges and the proposed redevelopment of medical colleges like Muzaffarpur, Bhagalpur, and NMCH, which was announced by the former Chief Minister.
There are many things to write, but not going to say much. Wishing you all the very best.
@kumravi_ias
Hello everyone,
I’m writing this to ask for your help.
As you know, I have already published two dashboards that track Stage 1 clearance and land allocations made by BIADA.
Now I am working on building a full state tracker with multiple components.
I have tried to build everything on my own by learning from YouTube and AI, but I have my limitations. I need help, especially in UI and backend development.
Also, don’t worry about the data. I can assure you that nobody has the kind of structured data I have, except the government.
If anyone from Bihar is interested in contributing, please email me at [email protected]
I want to be honest, I cannot promise a fixed payment right now because I don’t have any revenue source. My X handle is not monetized and I am not doing paid promotions.
But I will definitely pay from my savings whatever I can. It may not be much, but there will be something.
Let’s build something meaningful for Bihar that can help people and bring more transparency.
Over the past few days, we’ve been working tirelessly on this, and we’re excited to finally share that it’s all set to go live.
Explore here: https://t.co/caNoyYzC2p
We’ve tried our best to make the dashboard simple and user-friendly.
You can now easily track land and shed allocations made by BIADA using multiple filters such as area-wise, IA-wise, district-wise, category-wise, and date-wise.
We genuinely hope you find this useful. Your feedback means a lot to us, please let us know how we can make it even better.
This is just the beginning. More dashboards and data-driven insights will be added to our website in the coming days.
Note: The data currently available on the dashboard is from January 2025 onwards. For the best experience and better visibility, please open the dashboard on a laptop or desktop.
Today, everyone is talking about the newly inaugurated Lokpriya Gopinath Bordoloi International Airport in Guwahati.
Do you know who the general contractor is? Yes, you heard it right "Shapoorji Pallonji". Interestingly, this is the same contractor that is executing four major projects in Bihar, all of which have faced or are still facing significant delays.
Take the Inter State Bus Terminal at Patna as an example. It was inaugurated in 2020, just before the elections, yet construction work is still ongoing.
The project was originally awarded at a contract value of ₹245.70 crore, which was later revised to ₹314.21 crore. Work commenced on 5 May 2017, with the original completion deadline set for 4 May 2019.
However, the project has faced repeated delays, and an extension of time was granted up to 31 August 2023. The expected completion has now been further pushed to 31 December 2025.
Another major example is the Rajgir Sports Complex. The foundation stone was laid on 12 October 2018 by Chief Minister Nitish Kumar and the late Sushil Kumar Modi, who was then Deputy Chief Minister and Finance Minister.
At that time, Chanchal Kumar was the Secretary of the Building Construction Department. The contract value was ₹740.82 crore, against a client-estimated value of ₹656.36 crore, with a completion period of 24 months.
However, even after 87 months, the entire Rajgir Sports Complex is still not complete. The Chief Minister has been inaugurating the complex in phases since 29 August 2024.
The pavilion and cricket stadium ground were inaugurated on 5 October 2025. Meanwhile, the cabinet has already approved a revised project cost of ₹1,121.41 crore, reflecting an increase of about ₹380.6 crore over the original contract value.
Two other projects further highlight the issue. At the APJ Abdul Kalam Science City, only a few galleries were inaugurated on 21 September. Similarly, bids for the Buddha Smriti Stupa and Buddha Samyak Sangrahalaya at Vaishali were invited in October 2018 with a completion period of 30 months, but the project was inaugurated only on 29 July 2025.
There were unavoidable situations as well, such as stones being sourced from Rajasthan for this project. In fact, the Building Construction Department even deputed its officials to camp on site to ensure the smooth transportation of stone materials.
Despite this support, contractors continue to take government projects for granted. This is high time the government revises its standard bidding clauses and enforces stricter penalty provisions to address persistent delays.
In other states, large projects often attract a limited number of bidders. Since I have been tracking projects in Bihar from July 2024, I can say that this situation is occurring quite frequently here as well.
A recent example is the Bihar Cricket Association, which invited an expression of interest in June for the redevelopment of Moin ul Haq Cricket Stadium. Companies like Larsen & Toubro, Max Infra, and Krystone Infra attended the pre bid meeting, yet only a single bidder submitted a bid.
As a result, the BCA floated a fresh tender on 15 November. This time, only two bidders participated, and the contract was eventually awarded to Shivanssh Infrastructure Development Pvt. Ltd., Lucknow.
Yesterday we invited @Arvind_Nisaad, Member, Fishermen Commission for space.
Towards the end of the session we requested him to approach Union Minister @LalanSingh_1, who happens to be Minister of Fisheries in Union Cabinet, to organise an investor's meet in Bihar regarding Fisheries and aquaculture.
This is well within the preview of the Department of Fisheries, Union of India.
We hope our request sees the light of the day.
After hosting our first guest, Ruhail Ranjan (MLA, Islampur), we are now moving to our second guest in the series:
Arvind Nishad @Arvind_Nisaad
