@VerakInsurance Rs. 5000 is not a deterrent. A 15 year old car, if in good condition, will still sell for Rs. 1,00,000 or more. If the fee was hiked to, say, Rs. 50,000, that would be a deterrent. At 5000, it is just additional revenue for the state.
