தமிழ்நாட்டுல இருந்து நிறைய சிவில் சர்வீஸ் அதிகாரிகள் தேர்ந்தெடுக்கப்பட்டிருக்காங்கன்னு சந்தோஷப்படுற இந்த நேரத்துல, நான் சொல்லப்போற சில விஷயங்கள் ஒரு சிலருக்கு கசப்பா தோணலாம். நான் அடிப்படையிலேயே UPSC தேர்வு முறைக்கு எதிரானவன்.

இங்கு NEET தேர்வுகளுக்கு எதிரா சொல்லப்படுற அத்தனை கருத்துக்களும் UPSC தேர்வுகளுக்கும் பொருந்தும். NEET தேர்வுகளுக்கு மட்டும் "கோச்சிங் சென்டர் மாஃபியா"ன்னு சொல்றவங்க, UPSC கோச்சிங் சென்டர்களைப் பத்தி எதுவும் பேச மாட்டாங்க. ஆனா என் பிரச்னை அது மட்டும் இல்ல, வேறு பெரிய விஷயங்கள் இருக்கு.

முதல் பிரச்னை:

குறிப்பா IAS அதிகாரிகள்—துறைசார் வல்லுநர்கள் இல்லை, நுனிப்புல் அறிவாளிகளாவே இருக்காங்க. இதுக்கு அவங்களை தப்பு சொல்ல முடியாது, ஏன்னா UPSC பாடத்திட்டமே அப்படி அமைஞ்சிருக்கு. 35 வருஷம் ஒரே துறையில வேலை பார்த்து, கிட்டத்தட்ட அதுல மாஸ்டரா இருக்குற ஒருத்தரு, முன்னாளேத்து அந்த துறையில செக்ரட்டரியா சேர்ந்த IAS அதிகாரியோட உத்தரவுப்படி வேலை செய்யணும்னு நினைச்சா, அந்த துறை என்ன ஆகும்?

நான் சந்திச்ச பல Think Tank-கள், Subject Expert-கள் சொல்றது இதுதான்: "அவனுங்ககிட்ட எவன்பா பேசுறது? அவனுங்களுக்கு அடிப்படை புரிதலே இல்லையே!" இன்னைக்கு பல துறைகள் வெறும் நம்பர் விளையாட்டுகளா மாறுனதுக்கு இவங்கதான் காரணம். PowerPoint-ல Graph மேல போனா போதும், எல்லாம் சரியா நடக்குதுன்னு நம்ப வைக்கிற பச்சை பிள்ளைகள் இவங்க.

ரெண்டாவது பிரச்னை:

இவங்களுக்கு குடுக்கப்படுற அளவற்ற அதிகாரமும் வசதிகளும். கிட்டத்தட்ட குறுநில மன்னர்கள் மாதிரி இவங்க நடத்தை. இன்னமும் "டவாலி" வெச்சிருக்கிற ஒரு சிலர்ல இவங்களும் ஒருத்தரு. அளவற்ற அதிகாரம் குடுக்கப்படுற எந்த அமைப்புலயும் அதிகார துஷ்பிரயோகம் வந்தே தீரும்.

இவங்கள ஏத்தி விட்டு ஏத்தி விட்டு, கொஞ்ச நாளா இவங்க விளம்பர மோகம் சோசியல் மீடியா செலிப்ரட்டிகளுக்கு இணையா போய்ட்டு இருக்கு. எப்பவும் கேமராவும் கையுமா லைவ் போட்டுக்கிட்டு—
1. சாலையில விபத்துல சிக்கியவரை தன் சொந்த ஜீப்புல அனுப்பிய கலெக்டர்.
2. வேலை செய்யாத ஊழியரை Left-Right வாங்கிய கலெக்டர்.
3. மனு குடுத்த 24 மணி நேரத்துல களத்துல இறங்கிய கலெக்டர்.
தமிழ்நாட்டுல இந்த விளம்பர பித்து கொஞ்சம் அதிகமாவே போய்ட்டு இருக்கு.

இன்னொன்னு நல்லா கவனிச்சீங்கன்னா, இவங்க வீரமெல்லாம் வாத்தியார், மருந்து குடுக்குற Contract Pharmacist, மெடிக்கல் ஆபிசர்னு திருப்பி பேச முடியாத ஆளுங்க மேலதான் இருக்கும். ஒருநாளும் தாலுகா ஆபிஸ், பத்திர பதிவு அலுவலகம் பக்கம் போக மாட்டாங்க மாட்டாங்க. அவ்ளோ நேர்மை!

வட இந்தியாவுலதான், இவங்க நடக்குறது , வண்டியை விட்டு இறங்குறது, ரோட்டுல யாரையாவது மிரட்டுறது இந்த Clip-க்கெல்லாம் BGM போட்டு Power of UPSC ன்னு cringe பண்ணிட்டு இருப்பாங்க. இப்ப இப்ப தமிழ் நாட்டுலையும் ஆரம்பிச்சிட்டோம்.

அட போங்க பிரதர் ..

இவங்களும் அரசு ஊழியர்கள்தான்-னு தாண்டி, இவங்கதான் அரசுன்னு கையெழுத்து போட வெச்சதுதான் சிக்கலே. இந்த சிவில் சர்வீஸ் முறைக்கு மாற்று வழி காலத்தோட கட்டாயம். நமக்கு வேணும்னா—
1. அதிகாரம் பரவலாக்கப்பட்டு,
2. அதிகாரம் பகிர்ந்தளிக்கப்பட்டு,
3. துறைசார் நிபுணத்துவமும்,
4. நீண்ட கால இலக்குகளை நோக்கி பயன்படுற ஒரு நிர்வாக அமைப்பு.

மற்ற நாடுகளில் எல்லாம் துறை சார்ந்த நிபுணர்கள் தான் அந்த துறைகளில் மற்றும் நிர்வாகத்தில் இருக்காங்க. ஆனால் இந்தியாவில் மட்டுமே ஒரு டிகிரி முடிச்சிட்டு எக்ஸாம் எழுதி பாஸ் பண்ணிட்டா இந்த நிர்வாகம் என்று கையில் கொடுப்பது எப்படி சரியாகும்.

இந்த தகுதிகள் சத்தியமா இப்போ இருக்கிற சிவில் சர்வீஸ் அதிகாரிகளுக்கு இருக்குதான்னு எனக்கு தெரியல.
