EXCLUSIVE: Apple and the EU are telling very different stories on Siri AI, and right now, it's a standoff.
Apple's press release and comments to @LelloucheNico say the DMA would force it to give rival assistants deep access to messages, files, photos, app actions, and personal context, creating privacy/security risks.
I reached out to the EU Commission for comment, and they discussed it today (video below).
They said nothing in the DMA blocks Siri AI. Apple can launch it if it complies, but it must give rivals "equivalent access" and can’t use iOS to favour its own AI.
Apple proposed a “Trusted System Agent” and an 18-month rollout to ensure only approved third-party agents could run. The Commission says they weren't "DMA-compliant interoperability proposals."
Whatever that means.
This is a standoff over who controls the AI layer on iPhone. The EU isn’t protecting user choice here. It’s trying to regulate the iPhone’s AI layer, and EU users are the ones losing out.
iPhone users can already download ChatGPT, Claude, Gemini or Perplexity. Apps like @poppysimplified can use your Mac to get system-level access for AI assistant apps.
The EU is demanding default, system-level access for any third-party app that claims to be an AI assistant. Which is dangerous, especially given Apple's privacy-focused AI stance. Apple, respectably, is not bowing down.
There is a common misunderstanding that it is Apple’s fault Siri AI isn't coming to the EU. To put it politely: that is incorrect. It’s not about unwillingness; it’s a strict security issue caused by EU regulations.
Here is a summary of exactly why things are currently stuck:
The EU's Demand: Under the DMA, the EU requires Apple to give any virtual assistant nearly unlimited, autonomous access to a user’s device. This includes reading messages, making purchases, and accessing files without ongoing user control.
The Security Risk: Apple warns this lacks essential protections. Security researchers have already proven that AI systems can be hijacked to steal personal data (like passwords and photos) or alter account settings without consent.
Apple's Compromise: To fix this, Apple built a secure middle-ground called the "Trusted System Agent" to safely allow third-party AI access, proposing a gradual 18-month rollout in the EU.
The EU's Rejection: The European Commission flat-out rejected this, and every other solution Apple proposed.
The result: Because of the DMA's requirements and the rejection of safe alternatives, Apple cannot securely ship Siri AI in the EU with iOS 27.

The Siri/EU situation is a regulatory masterpiece.
Apple cannot launch Apple Intelligence in the EU.
Why? Because under the DMA, if Siri gets deep system access, every other AI assistant must get the exact same. Anything less would be unfair competition. A gatekeeper privileging its own service.
So either Siri ships and every Shenzhen startup, Cyprus shell company, and nephew hackathon project gets identical root access to 450 million Europeans’ digital lives or nothing ships.

Magnificent.
Apple’s response: fine, then no developer APIs either. No Apple Intelligence, no third-party integrations, no foundation model access for EU developers. The entire layer simply does not exist on this continent.

This is the path. Why depend on American AI when we can build the entire stack ourselves? A European foundation model, trained on a European GPU cluster, running on a European OS, on a European phone, manufactured in a European fab, powered by European nuclear plants we have spent fifteen years closing.
Estimated time to ship: 2047.
Estimated cost: the GDP of three member states.
Estimated outcome: a chatbot that requires a cookie banner before each response.
Worth it.
In the meantime, European users are protected from Apple processing data Apple already holds by ensuring nobody processes anything at all.
Not a bug. The intended outcome.
Regulatory product design with a sledgehammer, swung with precision.
