This is open defiance!

Despite the policeman asking them to move they continue to disrupt traffic by blocking the road.

We don’t pay our police well enough; don’t equip them with training and basic gear and then pounce on the one man who is trying to do his job with minimal assistance.

Needless to say The State and its law enforcing agencies do not come across well if they only exercise their authority on compliant people and back off before those who break the law, cause inconvenience to a city and mark their turf defiantly.
