Naive solution: we can compute a "permutation ID" based on our seed and use it to find the value at any iteration using deterministic permutation.
Problem: the no. of possible permutations balloons too fast as the set grows larger.
Maybe we need something else...

Question: Can you iteratively pick random numbers out of a range of numbers such that the numbers never repeat, without knowing what numbers you picked before?
It bothers me to no end that this doesn't seem plausible, but maybe it's possible?
