▸ August 2015 — Social Media Lab (SMCRC) formally inaugurated at state level in Lucknow after four months of successful operation in Meerut Range.

▸ August 2015 — DIG Meerut Range Office make Twitter (and other Social Media Platforms) debut.

▸ August 2015 — Digital Volunteers Program Launched in all six districts of Meerut Range.

▸ January 2016 — The digital volunteers programme — engaging Social Media Influencers as community partners to counter-misinformation — formally launched statewide across all of Uttar Pradesh via official UP Police circular (DG Circular Number 1 of 2016).

▸ April–May 2016 — The SMCRC model and digital volunteers initiative presented in academic and professional settings, where the Metropolitan Police had a formal institutional partnership with the Jill Dando Institute.

▸ August 2016 — Metropolitan Police announces the Online Hate Crime Hub: dedicated officers, social media monitoring, community-linked digital volunteers.

▸ April 2017 — Online Hate Crime Hub formally launched in London. Described as the first dedicated police hub of its kind in the United Kingdom.

A reminder that early innovations—once shared—often shape thinking and institutional responses far beyond their point of origin.

As SMCRC matured, it became clear that monitoring alone was not sufficient. Countering misinformation at scale required a presence on the platforms themselves — and a trusted, credible voice that communities would respond to.

This led to two connected ideas. First, it became necessary to bring the DIG Meerut Range office onto social media platforms — so I established an official, verifiable presence on Twitter so that police could communicate directly with the public, issue corrections and build trust in the digital space. Second, I proposed engaging citizens who were already influential on social media platforms — Social Media Influencers (SMIs) — as digital volunteers. These were ordinary citizens with established credibility in their communities, who could disseminate authenticated information far more effectively than an official police handle alone.

The digital volunteer framework was not just about amplification — it was about trust. A correction shared by a respected local voice carried weight that a police tweet alone could not always achieve.

These concepts, first developed in Meerut Range, grew steadily statewide. In January 2016, the Uttar Pradesh Police formally launched the digital volunteers programme across all ranges and districts through an official circular — institutionalising what had begun as a local experiment. There's still much more to the story behind SMCRC and how it evolved.

This was an early, deliberate move toward community-integrated, anticipatory, data-informed policing.

Interestingly, a few months later, in August 2016, the Metropolitan Police announced the creation of a dedicated unit called the “Online Hate Crime Hub” at Scotland Yard.

The unit was described as a specialised team to identify, investigate and respond to online hate crimes and abuse — particularly on platforms like Twitter and Facebook. It comprised five trained detective officers, including a Detective Inspector and Detective Sergeant, working to identify the location of crimes and allocate them to the appropriate force. Crucially, the unit was also designed to develop links with volunteers who would report both criminal and non-criminal online hate incidents — a community-linked digital volunteer element central to the model.

The unit was budgeted at £1.7 million over two years, with £452,000 contributed by the Home Office Police Innovation Fund.

The Hub was formally launched in April 2017 by the Mayor of London and was described at the time as the first dedicated police hub of its kind in the United Kingdom.

The structural and conceptual parallels with SMCRC — dedicated monitoring team, platform-specific surveillance, trained officers in shifts, community digital volunteers, academic collaboration — are a matter of record.

Its utility was quickly evident.

In practice, SMCRC enabled police to detect and monitor false news (or narratives) early, its cascading effects, track their spread, verify or counter them with authenticated information before damage could occur and alert district police before the situation could escalate.

One early example: a rumour began circulating on Twitter that a minority-community youth had murdered a priest. The tweet had already crossed 400 retweets by the time SMCRC flagged it. We corroborated the facts, identified it as false and worked to diffuse it — preventing what could easily have become a communal flashpoint.

Beyond detection, SMCRC also gave us analytical insight into how misinformation spreads and motives behind it — examining not just the human actors deliberately amplifying falsehoods, but also the platform dynamics and algorithmic forces that can accelerate the reach of inflammatory content before any human decision is made.

Teams of trained police officers worked in eight-hour shifts around the clock — identifying emerging narratives, flagging misinformation and supporting timely countermeasures. This brought an entirely new dimension of real-time insights and digital intelligence into routine policing.

The clippings from that period capture those initial successes.

While reviewing old electronic data files, I came across these 2015 news clippings about the Social Media Command & Research Centre (SMCRC), also known as the social media lab, established in Meerut Range during my tenure as DIG. I thought it worth placing this sequence on record to preserve it.

This social media lab was among the earliest structured attempts to integrate social media analytics into law enforcement.

Brings back memories of those early days — exploring how digital tools could support law enforcement amid rapidly rising online threats, working with academic partners, training teams and building something from scratch with no playbook.

There is a longer story behind this initiative — and a sequence of events that followed.

The idea emerged from hard lessons.

In the years leading up to 2015, we witnessed the catastrophic consequences of fake news and social media's potential to wreak havoc on innocent citizens' lives. At that time, policing systems had no capability to track, verify or respond to such digital triggers in real time. The police had been caught completely unawares.

The need for a structured, technology-driven response was clear. After studying the problem, the idea of police monitoring trends that could impact law and order or lead to large-scale violence finally materialized through collaborations with academia.

Formally, the SMCRC was set up to track platforms like Facebook, Twitter, YouTube, Flickr, Google Plus and Instagram across the sensitive Meerut Range - comprising six districts: Meerut, Baghpat, Bulandshahr, Hapur, Ghaziabad and Noida.

SMCRC was designed from the outset as a preventive intervention, not a reactive one.

माह दिसम्बर-2025 में आयोजित वरिष्ठ पुलिस अधिकारियों के सम्मेलन - पुलिस मंथन की संस्तुतियों के क्रम में पुलिस महानिदेशक, उ०प्र० महोदय के निर्देशानुसार पुलिस प्रशिक्षण निदेशालय, उत्तर प्रदेश द्वारा थाना पैरोकारों एवं कोर्ट मोहर्रिरों हेतु एक रिफ्रेशर कोर्स तैयार किया गया है। बरेली जोन के सभी नौ जनपदों के 181 थानों के पैरोकारों एवं समस्त कोर्ट मोहर्रिर के लिए इस नवीन एक दिवसीय रिफ्रेशर कोर्स का आयोजन रुहेलखण्ड विश्वविद्यालय, जनपद बरेली ऑडिटोरियम में किया गया।

कार्यक्रम का उद्घाटन मुख्य अतिथि प्रोफेसर श्री कृष्ण पाल सिंह, वी. सी. रुहेलखंड विश्वविद्यालय द्वारा दीप प्रज्वलित कर किया गया।

प्रथम सत्र में आपराधिक न्याय प्रणाली में पैरोकारों एवं कोर्ट मोहर्रिरों की भूमिका एवं तीन नये कानूनों पर संयुक्त निदेशक (अभियोजन) श्री अच्छेलाल यादव द्वारा विस्तार पूर्वक व्याख्यान दिया गया। द्वितीय एवं तृतीय सत्र में उच्चतम न्यायालय एवं उत्तर प्रदेश उच्च न्यायालय के महत्वपूर्ण आदेशों से अवगत कराया गया। साथ ही तीन नये कानूनों के परिप्रेक्ष्य में उत्तरदायित्व, महत्वपूर्ण अभिलेखों का रख-रखाव तथा रिमाण्ड, साक्ष्य प्रस्तुतिकरण, Chain of Custody, e- सम्मन, ICJS, CCTNS, e-मालखाना, NSTEP (National Service and Tracking of Electronic Processes) जैसे तकनीकी विषयों पर संयुक्त निदेशक (प्रशिक्षण) श्री के.के. शुक्ल द्वारा विस्तृत चर्चा की गई। हर सत्र के उपरान्त प्रतिभागियों के प्रश्नों के उत्तर दिये गये एवं उनके फीडबैक/सुझाव लिये गए।

कार्यक्रम में अपर पुलिस महानिदेशक बरेली जोन, श्री रमित शर्मा, पुलिस उपमहानिरीक्षक बरेली परिक्षेत्र, श्री अजय कुमार साहनी, वरिष्ठ पुलिस अधीक्षक जनपद बरेली, श्री अनुराग आर्य, अपर पुलिस अधीक्षक पुलिस प्रशिक्षण निदेशालय, श्री रिजुल एवं बरेली जोन के समस्त जनपदों के राजपत्रित नोडल अधिकारीगण, एवं बरेली जोन के समस्त जनपदों से लगभग 709 थाना पैरोकारों, कोर्ट मोहर्रिर, मानिटरिंग सेल प्रभारी एवं सहयोगी पुलिस कर्मी और जनपद बरेली पुलिस कार्यालयों में कार्यरत 71 पुलिस कर्मियों कुल 780 प्रतिभागी भौतिक रूप से उपस्थित रहे।

पुलिस उपमहानिरीक्षक मुरादाबाद परिक्षेत्र, श्री मुनीराज जी एवं जोन के अन्य जनपद प्रभारियों तथा अन्य अधिकारियों द्वारा वीडियो कॉन्फ्रेंसिंग के माध्यम से प्रतिभाग किया गया।

इस प्रशिक्षण का उद्देश्य आपराधिक न्याय प्रणाली में कार्यकुशलता, उत्तरदायित्व एवं तकनीकी दक्षता को सुदृढ़ करना है।
