The 1,020 figure is not “rape cases filed in Delhi in September alone.” Delhi Police data reported in the press say 1,020 sexual-offence cases (rape + POCSO) were registered from 1 January to 15 September 2026. Of those, 653 were POCSO cases.
For Karnataka, official information given to the Legislative Council reportedly shows 348 rape cases from January through July 2026. Separately, Karnataka Police data show 2,135 POCSO cases during those first seven months; those categories shouldn't simply be added without checking for overlap

Whatever one's political view of an MLA resigning and recontesting under another party, the law cannot be rewritten through judicial directions. Today, the Madras High Court has drawn that constitutional line clearly: if such conduct is to attract a new disqualification or financial consequence, Parliament must legislate.
That does not automatically follow from the 1995 judgment. Seshan case establishes the institutional and majority-decision principle. Whether a particular CEC decision was unlawful depends on additional questions: what decision was taken; whether it was a matter requiring consideration by the full Commission; whether authority had been validly allocated or delegated; whether the other Commissioners actually disagreed; and what statutory framework/procedure applied at the relevant time. The Govt. must do it. Hon. @CMOTamilnadu should personally intervene and ensure that every official involved in this alleged cover-up is prosecuted and, if found guilty, dismissed. Those who wear the uniform yet shield the perpetrators of such a ghastly crime are not merely negligent-they are accomplices hiding behind state authority. Anything less would make the Government’s action a convenient half-measure.
With respect, this appears to go beyond the existing law. Unless evidence establishes bribery, horse-trading, or unlawful inducement, an MLA’s resignation and subsequent decision to contest for another party may attract political criticism, but not legal condemnation. The voters themselves remain free to accept or reject that candidate in the by-election.
Article 324 empowers the Election Commission to regulate the conduct of elections, but not to create a new disqualification that neither the Constitution nor Parliament has prescribed. Electoral reform of this nature belongs primarily to the legislature, not to passing judicial observations.
