Serious allegations of procurement irregularities, governance failures and possible corruption have surfaced at South African National Roads Agency (SANRAL), with sources indicating that the Hawks have launched an investigation into the matter.
R274 million contracts were allegedly awarded without proper Supply Chain Management approvals, while expired road maintenance contracts were reportedly extended despite warnings from National Treasury that such extensions would be unlawful.
The possible manipulation of board documents, intimidation of officials who questioned procurement processes, and the role of external legal advisors in contract and litigation matters have also surfaced.
Sources familiar with the investigation say Hawks investigators conducted a raid at SANRAL offices last week, where documents and records were seized as part of an ongoing probe into the agency’s procurement practices.
The investigation is also understood to focus on Routine Road Maintenance contracts worth billions of rand awarded and extended over several years.
The allegations, if substantiated, could point to serious violations of procurement regulations and public finance legislation.
SANRAL has yet to publicly comment on the allegations or the reported Hawks operation.
