إنّ العدالة لا تُبنى بالانتقائية، ولا يجوز أن تبقى أي قضية قضائية رهينة حساباتٍ سياسية أو مقايضاتٍ تشريعية. فربط قانون العفو العام بأي قانونٍ آخر، بما في ذلك إلغاء عقوبة الإعدام، لا يشكّل مقاربةً تشريعيةً سليمة، لأن لكل قانون فلسفته وأهدافه ومساره المستقل.

وإذا كانت هناك ملفات شابتها شبهات في المحاكمات أو في آليات عمل القضاء العسكري خلال مراحل سابقة، فإن معالجتها يجب أن تتم وفق معايير قانونية واضحة وموحّدة، تُنصف كل من تعرّض لظلم، وتحفظ في الوقت نفسه حقوق الضحايا، بعيدًا عن الانتقائية أو الإفلات من العقاب.

إنّ بناء الدولة يبدأ بقضاءٍ مستقل، وعدالةٍ متساوية تطبَّق على الجميع، لا بعدالةٍ تُدار وفق موازين القوى أو الاعتبارات السياسية، لأن دولة القانون لا تقوم إلا عندما تكون العدالة فوق الجميع.

🚩Front runners don’t withdraw. At quarter to eight on the morning of the consultations, one did.

Fouad Makhzoumi had secured over 31 of parliament’s 128 votes. Nawaf Salam held about a dozen. Three names on the ballot was the trap: split the opposition and the seat reverts to Najib Mikati, Lebanon walks back to the world before November 27, 2024, a cabinet Hezbollah could own. Salam wouldn’t step aside. So the man who was ahead did.

There’s a three thousand year old test for exactly this. Two claimants, one child, a sword offered as fairness. The false one says cut. The real mother gives the child away whole, because she was never in it to hold him. She was in it to keep him alive.

Makhzoumi even named the child, on camera: a country with a place for our children and grandchildren. He was ahead, and he let go. That is how Solomon found the real mother.

What the region is witnessing today should serve as a wake-up call for all Lebanese. Experience has repeatedly shown that tying Lebanon’s destiny to any foreign axis or regime has brought nothing but crises, leaving its security and stability hostage to developments beyond its control.

Lebanon’s national interest requires insulating the country from the conflicts of others and ensuring that the decision of war and peace rests exclusively in the hands of the Lebanese state.

Accordingly, the full implementation of the government’s decisions, the completion of the implementation of the Cessation of Hostilities Agreement, and adherence to the framework announced in Washington are not separate or parallel options. Rather, they constitute one integrated path and the only historic opportunity to rebuild the state and fully restore its sovereignty.

The framework announced in Washington lays the foundation for a new phase based on consolidating security, ensuring the state’s exclusive monopoly over arms, completing the Israeli withdrawal, and opening the door to reconstruction and economic recovery. In doing so, it would finally remove Lebanon from the logic of regional axes and proxy battlegrounds, restoring its rightful place as a sovereign, free, and independent state.

إن ما تشهده المنطقة اليوم من تطورات متسارعة وتداعيات خطيرة يجب أن يشكّل جرس إنذار للبنانيين جميعاً. لقد أثبتت التجارب أن ربط مصير لبنان بأي محور أو نظام خارجي لم يجلب للبنان سوى الأزمات، وجعل أمنه واستقراره رهينة لتقلبات لا يملك قرارها.

إن مصلحة لبنان تقتضي تحييده عن صراعات الآخرين، وحصر قرار الحرب والسلم بيد الدولة اللبنانية وحدها.

ومن هنا، فإن التنفيذ الكامل لقرارات الحكومة، واستكمال تطبيق اتفاق وقف الأعمال العدائية، والالتزام بالإطار الذي أُعلن في واشنطن، ليست خيارات متوازية، بل هي مسار واحد ومتكامل يشكّل الفرصة التاريخية الوحيدة لإعادة بناء الدولة واستعادة سيادتها الكاملة. فالإطار الذي أُعلن في واشنطن يؤسس لمرحلة جديدة تقوم على تثبيت الأمن، وحصرية السلاح بيد الدولة، واستكمال الانسحاب الإسرائيلي، وفتح الباب أمام إعادة الإعمار والنهوض الاقتصادي، بما يضع لبنان نهائياً خارج منطق المحاور والساحات ويعيده إلى موقعه الطبيعي كدولة سيدة، حرة، مستقلة.

ندين بأشدّ العبارات الاعتداءات التي تعرّضت لها مملكة البحرين ودولة الكويت الشقيقتان، ونعتبرها انتهاكًا صارخًا لسيادتهما وسلامة أراضيهما، وخرقًا فاضحًا للقانون الدولي وميثاق الأمم المتحدة.

إن أمن دول الخليج العربي واستقرارها جزء لا يتجزأ من أمن واستقرار المنطقة، وأي اعتداء عليها مرفوض ومدان. ونؤكد تضامننا الكامل مع البحرين والكويت، وندعو المجتمع الدولي إلى تحمّل مسؤولياته في ردع هذه الاعتداءات، وصون سيادة الدول واحترام الشرعية الدولية.

Today, I had the honor of meeting with His Excellency President General Joseph Aoun at a decisive moment for Lebanon. We reviewed the latest developments following the framework announced in Washington on June 26 and discussed the historic opportunity now before Lebanon to restore its sovereignty, strengthen its state institutions, and reclaim its national decision-making.

I reaffirmed my full support for this process because, for the first time, it provides a practical and internationally backed framework capable of returning the exclusive authority over war and peace to the Lebanese state, ending Lebanon’s role as a battleground for regional conflicts, and putting an end to all forms of foreign interference in our national affairs—particularly Iranian interference, which has undermined Lebanon’s sovereignty and drawn our country into conflicts that do not serve its national interests.

I also reiterated my full support for President Joseph Aoun, Prime Minister Dr. Nawaf Salam, and the Government. Success will require a unified national position behind the constitutional institutions of the Lebanese state and a shared determination not to lose this historic opportunity.

We believe the Washington framework represents a historic political and security roadmap toward a just, lasting, and internationally supported peace between Lebanon and Israel. It builds on previous agreements, particularly the Cessation of Hostilities Agreement of November 27, 2024, while introducing the political and implementation mechanisms necessary to fulfill the commitments already undertaken by the Lebanese state. Its ultimate objective is to restore the state’s exclusive authority throughout Lebanese territory, place all weapons under the sole authority of the state, and fully reestablish Lebanon’s sovereignty.

It is important to recall that the Cessation of Hostilities Agreement was approved by the Government of Prime Minister Najib Mikati on behalf of the Lebanese Republic. That government rested politically and parliamentarily on the support of Hezbollah, the Amal Movement, and their allies. The framework announced in Washington does not replace those commitments; it provides the mechanisms necessary to implement them. Those who accepted these obligations yesterday cannot reject their implementation today. Respect for the continuity of the Lebanese state and its international commitments is not a political preference—it is a constitutional and national obligation. Any retreat would undermine Lebanon’s credibility and weaken its standing with both its Arab partners and the international community.

Lebanon has no realistic alternative to this path. We either restore our sovereignty, rebuild confidence with the Arab world and the international community, and secure a future of stability and prosperity, or we remain trapped in conflict, isolation, and economic decline.

I also proposed to His Excellency that the Government adopt, alongside the implementation of the agreed security arrangements, a comprehensive national strategy for recovery, reconstruction, and sustainable economic development in every area where the state progressively resumes its responsibilities. As the Lebanese Armed Forces deploy and the state assumes exclusive security authority, reconstruction and development must advance in parallel.

Security alone will not be sufficient. The Lebanese state must return with all of its institutions. Homes and infrastructure must be rebuilt, productive investment encouraged, jobs created for young people, and quality education and healthcare restored. Only a visible and effective state presence can rebuild citizens’ confidence and establish lasting stability.

Lebanon’s recent history has demonstrated that where the state withdraws, parallel institutions inevitably emerge. The responsibility of the state today is to reclaim that space completely, ensuring that no parallel structures remain and that no authority exists other than the constitutional institutions of the Lebanese Republic.

The restoration of the Lebanese state is not simply a political aspiration. It is a comprehensive national project founded on full sovereignty, one state, one army, one legitimate authority over arms, strong institutions, a productive economy, equal justice under the law, and a future worthy of all Lebanese.

خلال متابعتنا الميدانية لأعمال إزالة التعديات ورفع مكبّ النفايات من محيط مدافن ومنطقة صبرا – أرض جلول، طلبنا نقل الحاويات من أمام المدافن حفاظًا على حرمة المكان، على أن يُستكمل ترتيب الموقع بالكامل.
كما تم، بنتيجة الاتصال مع قائد فوج حرس مدينة بيروت العميد حسيني، الاتفاق على تثبيت دوريات في منطقة أرض جلول وسنواصل تحرّكنا في جميع أحياء بيروت، من دون أي استثناء أو مسايرة، لتطبيق القانون على الجميع.
فهناك قرارات ملزمة صادرة عن مجلس بلدية بيروت وسعادة المحافظ مروان عبود، ولن نقبل إلا ان تنفذ.

نصُّ الكتاب الذي وجّهتهُ إلى جانب معالي وزير الداخلية والبلديات أحمد الحجار، إضافة إلى نسخة لكل من محافظ مدينة بيروت القاضي مروان عبود، ورئيس المجلس البلدي لمدينة بيروت الأستاذ ابراهيم زيدان، حول الرمي العشوائي وغير القانوني للنفايات على الصخور المترامية تحت كورنيش المنارة:

أتوجّه إلى معاليكم للتعبير عن بالغ القلق إزاء استمرار ظاهرة الرمي العشوائي وغير القانوني للنفايات على الصخور المترامية تحت كورنيش المنارة، في مخالفة صريحة للقوانين والأنظمة المرعية الإجراء، مع ما ينتج عن هذه الظاهرة من آثار سلبية خطيرة على البيئة والسلامة العامة وصحة المواطنين.

وقد أظهرت المتابعة الميدانية والشكاوى الواردة من الأهالي، أن هذه المخالفات تتكرر بصورة يومية، في ظل عدم قيام عناصر قوى الأمن الداخلي والحرس البلدي بالإجراءات الكفيلة بمنعها وضبط مرتكبيها وتنظيم محاضر المخالفة بحقهم، بما يشجع على استمرار هذه الممارسات.

لذلك، أتمنى من معاليكم القيام بخطوات فورية تشمل:

1. تكليف عناصر قوى الأمن الداخلي والحرس البلدي بتشديد الرقابة الميدانية واتخاذ جميع التدابير القانونية بحق المخالفين.
2. إلزام شركة رامكو بالقيام بواجباتها التعاقدية كاملة، وإزالة النفايات المتراكمة على الكورنيش فورًا.
3. التنسيق بين وزارة الداخلية ومحافظة بيروت وبلدية بيروت لوضع آلية مستدامة تمنع تكرار هذه الممارسات وتحافظ على النظافة العامة في الكورنيش ومحيطه.
