Pellet guns, lathis and tear gas were used against students peacefully protesting in Delhi.

I met 19-year-old Sahil Lochab. Shot with pellets, he may lose an eye. His “crime”? Demanding an end to paper leaks and a fair future for our students.

@AmitShah ji, I have two questions:

1. Did you approve the use of lethal force, including pellet guns, against students? If not, who did?

2. Were the men in plain clothes beating students with lathis police personnel or volunteers? Who authorised their deployment?

Accountability must be fixed at the highest level for who ordered the issuance and use of lethal weapons against unarmed protesters that day.

But another depressing thing that the IG, RAF said was that,

“personnel transferring from the special operations zone such as Jammu & Kashmir, or other operational areas, possess a different work environment and operational perspective, but sectors such as Delhi, Bihar, Assam, and Maharashtra require a distinct and balanced approach to crowd control and public order management.”

Now the questions for IG, RAF are:

1. Are the people of Jammu & Kashmir not entitled to the same "distinct and balanced approach" to policing that exercises restraint, proportionality and sensitivity, as is expected in Delhi and elsewhere in India?

2. ⁠If not, why? Are there explicit directions from the Minister of Cooperation?

3. The Constitution does not recognise first-class and second-class citizens. So, the standards of policing cannot change with the geography. Then, why such discriminatory language, perspective and approach by the RAF Inspector General?

ପ୍ରତ୍ୟୁଷାଙ୍କ ଚିଠି ପୁଲିସ ବିଭାଗକୁ ବଦନାମ କରିଥିବା ବେଳେ ପରୋକ୍ଷରେ ଏହା ମୁଖ୍ୟମନ୍ତ୍ରୀ ଓ ପ୍ରତ୍ୟୁଷାଙ୍କୁ ମଧ୍ୟ ବଦନାମ କରିଥିବା କଥା ନିଜେ ପ୍ରତ୍ୟୁଷା ନୟାଗଡ଼ ଜନସାଧାରଣଙ୍କ ଉଦ୍ଦେଶ୍ୟରେ ଭିଡିଓ ବାର୍ତ୍ତା ମାଧ୍ୟମରେ ସଫେଇ ଦେଇଥିଲେ।
ପ୍ରତ୍ୟୁଷାଙ୍କ ଲେଟର ପ୍ୟାଡ୍‌, ଦସ୍ତଖତ ଓ ଷ୍ଟାମ୍ପକୁ ବ୍ୟବହାର କରି କିଏ ଏହି ଚିଠି ଲେଖିଲା ଓ ସୋସିଆଲ ମିଡିଆରେ ଛାଡ଼ିଲା ତାହା ଅନୁସନ୍ଧାନ କରିବାକୁ ସେ ଟାଉନଥାନା ପୁଲିସକୁ ଲିଖିତ ଏତଲା କରିଥିବା ବେଳେ ଟାଉନଥାନା ପୁଲିସ ଘଟଣାକୁ ଜାଣିଶୁଣି ଏଡ଼ାଇ ଯିବାକୁ ଉଦ୍ୟମ କରୁଛି, କି ଘଟଣା ଚପାଇ ଦେବାପାଇଁ ଇତାଳାକାରୀ ସ୍ୱୟଂ ପୋଲିସ ଉପରେ ଚାପ ପକାଉଛନ୍ତି ବୋଲି ଜିଲ୍ଲା କଂଗ୍ରେସ ସଭାପତି ପ୍ରଶ୍ନ କରିଛନ୍ତି । ନୟାଗଡ଼ ଜିଲ୍ଲା ଅତିରିକ୍ତ ଆରକ୍ଷୀ ଅଧିକ୍ଷକ ଜ୍ୟୋତି ରଞ୍ଜନ ସାମନ୍ତରାୟଙ୍କ ବଦଳି ସୁପାରିଶ ସଂକ୍ରାନ୍ତୀୟ ମୁଖ୍ୟମନ୍ତ୍ରୀ ଓ ଗୃହ ବିଭାଗକୁ ପ୍ରତ୍ୟୁଷାଙ୍କ ଲେଟର ପ୍ୟାଡ୍‌ରେ ଅଭିଯୋଗ କରାଯାଇଥିବା ଚିଠି ସୋସିଆଲ ମିଡିଆରେ ଘୂରି ବୁଲିଲା । ପ୍ରଥମ ଚିଠିଟି ମେ ୨୫ ତାରିଖରେ ହୋଇଥିବା ବେଳେ ଦ୍ୱିତୀୟ ଚିଠିଟି ଜୁନ ୩ ତାରିଖରେ ଏହି ଚିଠିକୁ ନେଇ ସାଧାରଣରେ ଅନେକ ପ୍ରଶ୍ନ ଉଠିଲା । ଜଣେ ବରିଷ୍ଠ ପୁଲିସ ଅଧିକାରୀଙ୍କ ସମ୍ମାନ ଏବଂ ପ୍ରତିଷ୍ଠାରେ ଆଞ୍ଚ ଆସିଥିଲା l ପ୍ରତ୍ୟୁଷା ଏହା ଜାଣିବା ପରେ ଥାନାରେ ଏତଲା ଦେଲେ । କିନ୍ତୁ ପୁଲିସ ଦୀର୍ଘଦିନ ପରେ ମଧ୍ୟ ଅଭିଯୁକ୍ତକୁ ଠାବ ନକରିବା ଏବଂ ରହସ୍ୟ ଉନ୍ମୋଚନ ନକରିବାକୁ ନେଇ ସନ୍ଦେହ ଉପୁଜୁଛି । ଏହା ପ୍ରତ୍ୟୁଷା ଏବଂ ପୁଲିସ ବିଭାଗର ଲୋକଙ୍କୁ ଭୂଆଁ ବୁଲାଇବାକୁ ଉଦ୍ୟମ କି? ପ୍ରତ୍ୟୁଷା ନିଜେ ଲେଖିଥିବା ଚିଠି ଭାଇରାଲ ହେବା ପରେ ନକଲି ବୋଲି ନାଟକ କରୁଥିବା ପ୍ରସଙ୍ଗ ପୋଲିସ ତଦନ୍ତରେ ସ୍ପଷ୍ଟ ହେବ ବୋଲି କଂଗ୍ରେସ କହିଛି l ତେବେ ନୟାଗଡ଼ ପୋଲିସ ତଦନ୍ତ ପ୍ରକ୍ରିୟାରେ ଶିଥିଳତା ସମଗ୍ର ଘଟଣାକ୍ରମକୁ ସନ୍ଦେହ ଘେରକୁ ନେଉଥିବା କଂଗ୍ରେସ ନେତା ଅଭିଯୋଗ କରିଛନ୍ତି l ନକଲି ଚିଠି ଅଭିଯୋଗ ଉପରେ ଉପଯୁକ୍ତ ତଦନ୍ତ କାରାଯାଇ ଆଗାମୀ ୭ ଦିନ ମଧ୍ୟରେ ନୟାଗଡ଼ ଏସ୍‌ପି ଏହାର ଖୁଲାସା କରନ୍ତୁ ଏବଂ ଅଭିଯୁକ୍ତଙ୍କୁ ଗିରଫ କରନ୍ତୁ ବୋଲି ଜିଲ୍ଲା କଂଗ୍ରେସ ଦାଵୀ କରୁଛି ।

Subject: Request for Exemplary Action and Compulsory Retirement of Police Officers Accused in Honey-Trap and Rape Cases in Nayagarh District

Respected Shri Mohan Charan Majhi Ji,

Greetings.

It is with deep concern that I wish to bring to your kind notice that certain police officers in Nayagarh district have crossed all limits of morality, discipline, and professional ethics, thereby bringing disgrace to the police uniform and tarnishing the image of the Odisha Police before the public.

Serious allegations, including rape and exploitation of women, have surfaced against former Khandapada SDPO Madan Mohan Pradhan, former Sarankul IIC Sujit Das, and Ranpur Court CAASI Prashant Parida. Such grave allegations against police personnel have severely shaken the confidence of more than 4.5 crore people of Odisha in the police administration. These incidents have also adversely affected the credibility and public image of the Government of Odisha.

In view of the seriousness of these allegations and the need to maintain public confidence in the police force, I earnestly request your good office to initiate exemplary disciplinary proceedings against the accused officers and to consider imposing compulsory retirement on such delinquent personnel, in accordance with the law and applicable service rules, so that a strong message of accountability and zero tolerance towards misconduct is conveyed.

Senior Advocate and President of the District Congress Committee, Nayagarh, Shri Ranajeet Dash, has appealed to the Hon’ble Chief Minister to take immediate and exemplary action in this matter in the interest of justice and public confidence.
