🔹Forget the headlines about doctors and engineers leaving the country, Pakistan has a brain drain happening inside its own borders. It's called "Project-Hopping."

🔸In this piece for @DailyLeadPak , Rana Irfan Rafi (Survey Assistant at SDPI) discusses how donor-funded projects ; paying 5 to 10x more than civil service salaries , pull skilled professionals away from permanent state institutions, leaving them bouncing from project to project instead of building lasting government capacity. The result: no institutional memory, no ownership of policy, and a state stuck outsourcing its own development thinking.

🔹Rafi suggests to shift donors toward budget support over project funding, reform civil service pay, and start institutionalizing talent instead of renting it.
