Former Additional Deputy Comptroller & Auditor General Onkar Nath has written to Punjab CM Bhagwant Mann: “If you preach that Government schools are the best, practise it… pass a resolution in Vidhan Sabha that children of all MLAs, ministers, officers will study in govt schools…”

He has urged the CM to lead by personal example and encourage Ministers, MLAs and Punjab officers to send their children to govt schools.

ਪੰਜਾਬ ਵਿੱਚ ਜਿਹੜੀ ਵੀ ਪਾਰਟੀ ਸੱਤਾ ਵਿਚ ਆਉਂਦੀ ਹੈ ਤਾਂ ਆਪਣਾ ਸੋ ਕਾਲਡ ਵੱਖਰਾ ਤੇ ਨਵਾਂ ਸਿੱਖਿਆ ਮਾਡਲ ਲੈਕੇ ਆਉਂਦੀ ਹੈ। ਕਦੇ ਪੰਜਾਬ ਵਿੱਚ ਮਾਡਲ ਸਕੂਲ ਬਣੇ ਤੇ ਕਦੇ ਆਦਰਸ਼ ਸਕੂਲਾਂ ਦੀ ਸਥਾਪਨਾ ਹੋਈ। ਅਕਾਲੀਆਂ ਨੇ ਸੱਤਾ ਵਿੱਚ ਆਕੇ ਮੈਰੀਟੋਰੀਅਸ ਸਕੂਲ ਬਣਾਏ। ਜਦੋਂ ਸੱਤਾ ਵਿੱਚ ਕਾਂਗਰਸ ਆਈ ਤਾਂ ਉਸ ਨੇ ਸਮਾਰਟ ਸਕੂਲ ਬਣਾਏ। ਹੁਣ ਮੌਜੂਦਾ ਆਪ ਸਰਕਾਰ ਪੰਜਾਬ ਦੇ ਮੂਹਰੇ ਆਪਣਾ ਸਿੱਖਿਆ ਮਾਡਲ ਸਕੂਲ ਆਫ਼ ਐਮੀਨੈਂਸ ਲੈਕੇ ਹਾਜ਼ਰ ਹੈ। ਅਕਾਲੀ ਸਰਕਾਰ ਨੇ ਪੰਜਾਬ ਦੇ ਹੋਣਹਾਰ ਬੱਚਿਆਂ ਨੂੰ NEET, JEE MAINS, JEE ADVANCE, CMA ਵਰਗੇ ਟੈਸਟਾਂ ਲਈ ਤਿਆਰੀ ਕਰਵਾਉਣ ਅਤੇ ਉੱਚੇਰੀ ਸਿੱਖਿਆ ਲਈ ਦੇਸ਼ ਦੇ ਵੱਡੇ ਅਤੇ ਪ੍ਰਸਿੱਧ ਵਿੱਦਿਅਕ ਅਦਾਰਿਆਂ ਵਿੱਚ ਦਾਖ਼ਲਾ ਲੈਣ ਲਈ ਰਾਹ ਪੱਧਰਾ ਕਰਨ ਲਈ ਮੈਰੀਟੋਰੀਅਸ ਸਕੂਲਾਂ ਦੀ ਸਥਾਪਨਾ ਕੀਤੀ।
* ਸੰਨ 2014 ਵਿੱਚ 6 ਸਕੂਲਾਂ ਨਾਲ ਇਹਨਾਂ ਦੀ ਸ਼ੁਰੂਆਤ ਹੋਈ ਤੇ 2015 ਵਿੱਚ 4 ਹੋਰ ਨਵੇਂ ਸਕੂਲ ਬਣਨ ਨਾਲ ਇਹਨਾਂ ਦੀ ਗਿਣਤੀ 10 ਹੋ ਗਈ।
* ਇਹਨਾਂ ਸਕੂਲਾਂ ਵਿੱਚ ਸਿਲੇਬਸ ਦੀ ਪੜ੍ਹਾਈ ਦੇ ਨਾਲ ਵੱਖ ਵੱਖ ਤਰ੍ਹਾਂ ਦੀ ਕੋਚਿੰਗ, ਹੋਸਟਲ ਤੇ ਖਾਣ ਪੀਣ ਦਾ ਪ੍ਰਬੰਧ ਬਿਲਕੁੱਲ ਮੁਫ਼ਤ ਕੀਤਾ ਗਿਆ। ਟੈਸਟ ਦੇ ਆਧਾਰ ਤੇ ਹੋਣਹਾਰ ਬੱਚੇ ਇਹਨਾਂ ਸਕੂਲਾਂ ਵਿੱਚ ਦਾਖ਼ਲਾ ਲੈਣ ਲੱਗੇ। ਇਸ ਤਰ੍ਹਾਂ ਸ਼ਹਿਰਾਂ ਤੇ ਪਿੰਡਾਂ ਦੇ ਗਰੀਬ ਬੱਚਿਆਂ ਨੂੰ ਆਧੁਨਿਕ ਕੋਰਸਾਂ ਨਾਲ ਜੁੜਨ ਦਾ ਇੱਕ ਰਾਹ ਮਿਲ ਗਿਆ।
* ਇਹਨਾਂ ਸਕੂਲਾਂ ਨੂੰ ਬਣਾਉਣ ਪਿੱਛੇ ਸਰਕਾਰ ਦਾ ਇੱਕ ਵਿਜ਼ਨ ਤਾਂ ਸਾਫ ਨਜ਼ਰ ਆਉਂਦਾ ਹੈ ਪਰ ਸਟਾਫ਼ ਪੱਖੋਂ ਇਹ ਸਕੂਲ ਮਾਰ ਖਾ ਗਏ। ਇਹਨਾਂ ਸਕੂਲਾਂ ਵਿੱਚ ਅਧਿਆਪਕਾਂ ਦੀ ਪੱਕੀ ਭਰਤੀ ਨਾ ਕਰਕੇ ਕੱਚੀ ਭਰਤੀ ਕੀਤੀ ਗਈ।
* ਇਹਨਾਂ ਸਕੂਲਾਂ ਵਿਚ ਤਕਰੀਬਨ 292 ਕੱਚੇ ਸਕੂਲ ਲੈਕਚਰਾਰ ਸੇਵਾ ਨਿਭਾ ਰਹੇ ਹਨ। ਇਹਨਾਂ ਅਧਿਆਪਕਾਂ ਦੀ ਚੋਣ 3 ਵੱਖ-ਵੱਖ ਪੜਾਵਾਂ ਤੋਂ ਬਾਅਦ ਕੀਤੀ ਗਈ।
* ਸੰਨ 2014 ਵਿੱਚ ਭਰਤੀ ਹੋਣ ਵਾਲੇ ਤਕਰੀਬਨ ਸਾਰੇ ਅਧਿਆਪਕ ਅੱਜ ਓਵਰ ਏੇਜ਼ ਹੋ ਚੁੱਕੇ ਹਨ। ਇਹਨਾਂ ਸਕੂਲਾਂ ਵਿੱਚ ਕੱਚੇ ਅਧਿਆਪਕਾਂ ਦੀ ਅੰਤਿਮ ਭਰਤੀ ਵੀ ਸੰਨ 2021 ਵਿੱਚ ਹੋਈ ਸੀ। ਇਹ ਅਧਿਆਪਕ ਕੱਚੇ ਰੋਜ਼ਗਾਰ ਨੂੰ ਪੱਕੇ ਹੋਣ ਦੀ ਉਮੀਦਾਂ ਪਿਛਲੀਆਂ 3 ਸਰਕਾਰਾਂ ਤੋਂ ਲਗਾਈ ਬੈਠੇ ਹਨ।
* ਇਹਨਾਂ ਸਕੂਲਾਂ ਵਿੱਚ ਸਿਰਫ਼ ਪ੍ਰਿੰਸੀਪਲ ਹੀ ਪੱਕੇ ਹਨ, ਜੋ ਸਕੂਲ ਸਿੱਖਿਆ ਵਿਭਾਗ ਨਾਲ ਸੰਬੰਧਿਤ ਹਨ।
* ਇਹਨਾਂ ਸਕੂਲਾਂ ਦਾ ਨਤੀਜਾ ਸ਼ਾਨਦਾਰ ਰਿਹਾ ਹੈ। ਮੌਜੂਦਾ ਆਪ ਸਰਕਾਰ ਦੇ ਸੱਤਾ ਵਿੱਚ ਆਉਣ ਤੋਂ ਬਾਅਦ ਦੇ ਨਤੀਜੇ :-

* ਕਾਂਗਰਸ ਸਰਕਾਰ ਨੇ ਸੰਨ 2018 ਵਿੱਚ ਇੱਕ ਨੋਟੀਫਿਕੇਸ਼ਨ (ਫੋਟੋ ਪੋਸਟ ਦੇ ਨਾਲ ਹੈ) ਜਾਰੀ ਕਰਕੇ ਐਸ ਐਸ ਏ, ਰਮਸਾ, ਆਦਰਸ਼ ਤੇ ਮੈਰੀਟੋਰੀਅਸ ਸਕੂਲਾਂ ਦੇ ਅਧਿਆਪਕਾਂ ਨੂੰ ਸਿੱਖਿਆ ਵਿਭਾਗ ਅਧੀਨ ਵਿੱਚ ਲੈਣ ਦੀ ਘੋਸ਼ਣਾ ਕੀਤੀ, ਜਿਸ ਨਾਲ ਆਦਰਸ਼, ਰਮਸਾ ਤੇ ਐਸ ਐਸ ਏ ਸਕੀਮਾਂ ਅਧੀਨ ਸੇਵਾ ਨਿਭਾ ਰਹੇ ਤਕਰੀਬਨ 8886 ਅਧਿਆਪਕ ਸਿੱਖਿਆ ਵਿਭਾਗ ਵਿੱਚ ਆ ਗਏ। ਲੇਕਿਨ ਮੈਰੀਟੋਰੀਅਸ ਸਕੂਲਾਂ ਦੇ ਅਧਿਆਪਕ ਅੱਜ ਵੀ ਆਪਣੇ ਆਰਡਰਾਂ ਦੀ ਉਡੀਕ ਕਰ ਰਹੇ ਹਨ।
ਮੈਰੀਟੋਰੀਅਸ ਸਕੂਲਾਂ ਦਾ ਨਿਰਮਾਣ ਇੱਕ ਦੂਰਅੰਦੇਸ਼ੀ ਵਾਲੀ ਸੋਚ ਦਾ ਹੀ ਨਤੀਜਾ ਸੀ, ਲੇਕਿਨ ਅਧਿਆਪਕਾਂ ਦਾ ਪੱਕਾ ਪ੍ਰਬੰਧ ਨਾ ਹੋਣਾ ਇਹਨਾਂ ਸੰਸਥਾਵਾਂ ਦੀ ਸਭ ਤੋਂ ਵੱਡੀ ਕਮੀ ਬਣ ਗਿਆ। ਕਾਂਗਰਸ ਤੇ ਆਪ ਸਰਕਾਰ ਦੇ ਲੀਡਰ ਆਪਣੇ-ਆਪਣੇ ਸਿੱਖਿਆ ਮਾਡਲਾਂ ਅਧੀਨ ਬਣੇ ਸਕੂਲਾਂ ਦਾ ਪ੍ਰਚਾਰ ਕਰਦੇ ਰਹੇ ਤੇ ਇਹਨਾਂ ਸਕੂਲਾਂ ਦੀ ਅਣਦੇਖੀ ਕਰਦੇ ਰਹੇ। ਅੱਜ ਪੰਜਾਬ ਵਿੱਚ 23 ਜ਼ਿਲ੍ਹੇ ਹਨ ਤੇ ਹਰ ਇੱਕ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਮੈਰੀਟੋਰੀਅਸ ਸਕੂਲ ਹੋਣਾ ਚਾਹੀਦਾ ਸੀ। ਪਰ ਅਫ਼ਸੋਸ ਇਹਨਾਂ ਦੀ ਗਿਣਤੀ 10 ਤੋਂ 11 ਨਹੀਂ ਹੋਈ। ਕੀ ਬਾਕੀ ਜ਼ਿਲ੍ਹਿਆਂ ਦਾ ਇਹ ਹੱਕ ਨਹੀਂ ਬਣਦਾ ਕਿ ਉਹਨਾਂ ਦੇ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਵੀ ਇਹ ਮਿਆਰੀ ਸੰਸਥਾ ਬਣੇ। ਇਹਨਾਂ ਸਕੂਲਾਂ ਦੇ ਸ਼ਾਨਦਾਰ ਨਤੀਜਿਆਂ ਨੂੰ ਹਰ ਸਰਕਾਰ ਆਪਣੀ ਪ੍ਰਾਪਤੀ ਦੱਸਦੀ ਰਹੀ ਹੈ ਪਰ ਇਹਨਾਂ ਦੇ ਪ੍ਰਬੰਧਨ ਤੇ ਪੈਸਾ ਖ਼ਰਚਣ ਤੋਂ ਗੁਰੇਜ਼ ਕਰਦੀ ਰਹੀ ਕਿਉਂਕਿ ਇਹ ਸਕੀਮ ਬਾਦਲ ਦੀ ਸੀ।
