Since Gothamist has posted this same article 35 million times in the last 3 days I felt the need to clear some things up.
The cost to renovate these apartments averages 80-150k (which is still 300k per apartment cheaper than NYCHA) and the owner has to spend the money first then submit receipts to qualify for up to 50k of reimbursement based on the DHCR cost schedule of appliance and building repairs.
Then the unit must be rented to a CityFheps voucher (section 8 isn’t eligible nor a cash renter). That voucher is capped at whatever the stabilized rent is. Likely very low or the unit would have been renovated and rented.
Just speak to non-profits about how unreliable and slow the city’s voucher is. It’s gotten better, but it’s not very easy to work with.
Most likely the owner will not be able to get a loan for the renovations because the bank won’t underwrite the loan with the rent so far below the payback. They also don’t consider the voucher reliable enough to lend based on.
So in sum, it’s a partial reimbursement to be mandated to operate an apartment that you can’t even afford to pay back the cost of getting it ready to rent.
I mean property owners are constantly being accused of only caring about money. If it was really easy money do we think they’d not take it , just to prove a point? That sounds silly because it is.
