That class of records allows the department to keep a copy under section 2(3) of the 1986 nat archives act.

@rodericogorman Section 2(3) of the 1986 national archives act states the following: 3) Nothing in this Act shall prevent a Department of State from retaining a copy of any record transferred under this Act to the National Archives. So why not just copy the commission file before archiving?
