and finally when I had all the documents ready for join family visa application, this restriction was introduced. It is painful that we can't leave the country without essential reasons as well as my spouse can't travel here without visa.

@DHL_India My shipment is pending with you for more than 2 weeks and we had to cancel all our outgoing plans for this delivery. We have also made our duty fee payment using the online link and we are still waiting for the shipment to arrive! Really fed up and frustrated of this
