Libya is directly exposed. The NOC still imports about 220,000 barrels a day of fuel, which the NOC pays for out of the dollar proceeds of its crude exports. In 2025, a barrel of imported diesel cost the equivalent of 1.31 barrels of crude. But this year, it costs 1.56.

As crack spreads widen, a growing share of Libya’s crude export revenue will get absorbed by the relentless importation of fuel.

On an annualized basis, the additional cost will amount to several billion dollars.
