This incident is being reviewed but it’s worth us explaining why it’s a tricky one for officers.
One of the challenges is the law that covers flares is really old (1870s…) and it focuses on firing and throwing flares/fireworks not just holding them. There’s also no law about climbing on statues if no damage is being done.
It means officers haven’t got as many options as they might like. In this case the aim was to get the man down and to stop disorder breaking out. They did that.
As we say, we’ll always review incidents to see what could have been done differently but within the limits we’ve explained above.
