@RSSB_Rwanda manages 6 different schemes: Pension, Occupational Hazard, Maternity Leave, RAMA, Ejo Heza, and Mutuelle de Sante (CBHI). While RSSB manages these schemes, each scheme has its own mandate, laws and regulations, risk appetite, investment horizon, and assets.
The investments you refer to are made mainly by the pension scheme, which is long-term patient capital. Its responsibility is to invest today so that members’ pensions remain secure and sustainable many years from now.
Mutuelle de Santé is different. It is a short-term health insurance scheme. The objective there is not to accumulate large investment assets, but to use every additional franc we can save or mobilise to strengthen the benefit package, improve access to care and reduce the burden on CBHI members.
So, buying productive assets through the pension fund and improving Mutuelle benefits are not competing choices. They are two different schemes, with different obligations and different time horizons.

Today, the Rwanda Social Security Board (RSSB), alongside Enko Capital, announces the initial close of a Rwanda-focused SME Growth Fund with US$30M committed.
The Fund will provide long-term, flexible growth capital in local currency to SMEs.
