@realDonaldTrump @POTUS "Insufficient evidence" doesn't necessarily mean innocent. It simply means they didn't have access to enough information as they clearly stated. Some evidence that was unavailable could "shed additional light".

Volume II states "while this report does not conclude that the President committed a crime, it also does not exonerate him

It does not say "there was no collusion" or "no conspiracy". It says "[they] did not establish...coordinat[ion]."
