I feel a manger is two parts. There's the technical side of it, lineups, bullpens moves, but there is a people side of it as well in getting players to perform. Dusty Baker, while perhaps not the best tactician really excelled at the second part.

They're 8-15 and absolutely no one wants to hear this, but Mike Burrows has been one of the unluckiest pitchers in the sport. There's this and, among pitchers with at least 100 PAs, Burrows has the biggest BA/xBA differential, wOBA/xwOBA differential and ERA/xERA differential
