Why would the govt play the role of a broker who takes our money and pays a private company?
Think of BSNL, private hospitals and insurance sectors, we have transitioned to paying the private player directly.
Rest of the things you mentioned can be replaced too. Private players are already better at policing & security. It’s been ages since govt heard people’s voice and nation building has been reduced religious appeasement, so I’m pretty sure private players would do a better job.
As of Army, it would be obsolete in the next 8 years since we will have machines fighting and safeguarding us.
