Energy-efficient HPC is here to stay. We're currently discussing its future at the 2nd annual Power Stack seminar at @LRZ_DE with colleagues from around the globe. This includes needed interfaces to interweave energy optimizations and power capping.
Our paper "Energy Efficiency Features of the Intel Skylake-SP Processor and Their Impact on Performance" has been accepted at the HPCS special session @HPBench2019, looking forward to present it at @HPCS_Conference in July.

The substrate plugin interface has been implemented and is actively used by READEX developers. It enables you to write plugins to handle instrumentation and performance data at runtime.
