Now, let's say NYC did the right thing and got rid of all rent control/rent stabilized programs, and got out of the rent market themselves. If landlords were not living up to their end of an agreement, then yes, legal action should be taken.
NYC government has fucked up the housing/rental market in that city for decades. NYC residents apparently can't learn for shit.
