Prosecuting the waste

Sam Corcos, while serving as a Treasury special adviser reviewing IRS technology under the DOGE effort, publicly described an IT operation whose scale and cost structure defy private-sector norms. His statements, reported by Reuters and Fox Business, include the following:

The IRS maintained roughly 8,000 people in IT with an operations and maintenance budget of about $3.5 billion per year. By comparison, he noted that a typical midsize bank runs IT with somewhere between 1 and 200 people and an operations budget in the range of $20 million.

He stated that approximately 80% of that operations budget goes to contractors and licenses, meaning the agency cannot perform basic tax-collection functions without continuously paying outside firms.

Alongside the $3.5 billion operations figure sits a modernization effort measured at roughly $3.7 billion. Corcos described the combined spend as far beyond what any rational private company would accept for comparable work, and noted that the modernization program was decades behind and billions over historical expectations.

He reported finding individual contracts of $10 million, $20 million, $30 million, even $50 million whose purpose no one could clearly explain. When those contracts were canceled, “nothing happens.” The work simply continued under inertia.

These are not abstract complaints. They describe a system in which the federal government’s tax-collection backbone has become heavily dependent on a permanent contractor layer, carries an IT headcount and budget orders of magnitude larger than comparable private institutions, and sustains multi-billion-dollar modernization efforts that produce chronic delay. A government that cannot control the cost of its own core revenue agency is a government that will keep bleeding money. When routine operations require a $3.5 billion IT maintenance budget dominated by contractors, and when a parallel modernization pot of similar size can be trimmed by more than a billion dollars with limited immediate collapse, the problem is not merely inefficiency. It is structural capture: layers of vendors, legacy systems, and bureaucratic inertia that treat public funds as a renewable resource rather than a finite one.

America does not face a mysterious revenue shortage. It faces a spending and management culture in which core functions are allowed to grow complex and expensive beyond any private-sector benchmark, then defended as indispensable. The IRS example is simply one of the clearest because the numbers are so extreme and because an official tasked with examining them said the quiet part out loud. Multiply that pattern across the rest of the federal establishment and the trajectory toward fiscal crisis stops being surprising.
